ABOUT PISLM
The Partnership Initiative for Sustainable Land Management (PISLM) is an intergovernmental organization committed to strengthening sustainable land management, climate resilience, environmental governance, and ecosystem restoration across Caribbean Small Island Developing States (SIDS). Through strategic partnerships with governments, regional organizations, development partners, civil society, and international agencies, PISLM supports innovative programmes that enhance environmental sustainability and climate resilience throughout the Caribbean.
ABOUT THE PROJECT
The Capacity-building Initiative for Transparency (CBIT) Project aims to strengthen national and regional capacities to meet transparency requirements under the Paris Agreement. The project supports participating Caribbean countries in improving climate data management systems, greenhouse gas inventories, national reporting, institutional coordination, and technical capacity while promoting regional collaboration and knowledge sharing.
PURPOSE OF THE POSITION
PISLM is seeking a highly organized and detail-oriented Financial Officer to provide financial management and administrative support for the implementation of the CBIT Project.
The Financial Officer will play a critical role in ensuring the effective financial administration of the project through sound financial management, procurement support, budget monitoring, reporting, and administrative coordination. Working closely with the Chief Technical Advisor, the successful candidate will ensure that project resources are managed efficiently and transparently in accordance with PISLM policies, donor requirements, and internationally accepted financial management practices.
KEY RESPONSIBILITIES
The Financial Officer will provide comprehensive financial and administrative support throughout the implementation of the project, including the following key responsibilities.
Financial Management and Budget Administration
The successful candidate will:
- Maintain project work plans, budgets, and offline financial status reports, ensuring quarterly monitoring of project implementation.
- Manage project financial resources and process project disbursements in coordination with the Chief Technical Advisor.
- Monitor project expenditures against approved budgets and assist in maintaining financial accountability.
- Prepare quarterly financial reports and supporting documentation for management review.
- Prepare semi-annual and annual cash request forms and related financial documentation.
- Prepare monthly timesheets and maintain accurate financial records to support project implementation and donor reporting.
- Procurement and Contract Administration
The Financial Officer will:
- Support procurement activities in accordance with PISLM and project procurement procedures.
- Ensure procurement processes remain transparent, competitive, and compliant with applicable regulations.
- Prepare requisitions following review of quotations, bids, and proposals.
- Maintain comprehensive procurement records for audit and management purposes.
- Assist with contract administration and procurement documentation as required.
- Administrative and Operational Support
The successful candidate will:
- Coordinate official travel requests, travel authorizations, and travel reports for the Chief Technical Advisor and project personnel.
- Manage correspondence, ensuring timely follow-up and maintaining confidentiality where required.
- Maintain both electronic and hard-copy project filing systems.
- Update project databases and records management systems.
- Maintain accurate leave records and travel records for project personnel.
- Coordinate the purchase, distribution, and inventory management of office supplies and project equipment.
- Records Management and Compliance
The Financial Officer will:
- Maintain accurate financial, procurement, and administrative records in accordance with organizational requirements.
- Ensure documentation is properly filed to facilitate audits and financial reviews.
- Support project compliance with donor financial management and reporting requirements.
- Assist in maintaining effective internal controls and financial accountability throughout the project lifecycle.
COLLABORATION AND PROJECT SUPPORT
The Financial Officer will work closely with the PISLM, Chief Technical Advisor, project staff, consultants, UNEP, implementing partners, and other stakeholders to support the efficient implementation of project activities and ensure timely financial and administrative support across all project components.
EXPECTED CONTRIBUTIONS
The Financial Officer will contribute directly to the successful delivery of the project by ensuring:
- Efficient financial management of project resources.
- Timely preparation of financial reports and supporting documentation.
- Effective procurement and contract administration.
- Accurate maintenance of financial and administrative records.
- Proper inventory and asset management.
- Compliance with organizational, donor, and audit requirements.
- Efficient administrative support to project implementation and regional coordination activities.
REQUIRED QUALIFICATIONS
Applicants should possess:
- A Bachelor’s degree or professional qualification in Accounting, Finance, Business Administration, Financial Management, or a related discipline. Equivalent combinations of education and relevant professional experience will also be considered.
- A minimum of five (5) years of progressively responsible experience in finance, accounting, project administration, or financial management, preferably within an international organization, regional institution, or donor-funded project.
- Demonstrated experience preparing budgets, financial reports, and maintaining financial records.
- Advanced proficiency in Microsoft Excel, Microsoft Word, and other Microsoft Office applications.
- Strong spreadsheet development, financial analysis, and database management skills.
- Experience working with electronic financial management systems and records management platforms.
- Excellent written and spoken English.
DESIRABLE QUALIFICATIONS
- Preference will be given to candidates with:
- A Master’s degree or professional qualification in Accounting, Finance, Business Administration, Financial Management, or a related discipline
- Professional accounting certification (ACCA, CPA, CMA, or equivalent) or progress toward such certification.
- Experience working with UNEP, GEF, UN agencies, regional organizations, or international development programmes.
- Knowledge of donor financial management and procurement procedures.
- Experience supporting externally funded environmental or climate change projects.
- Familiarity with financial audit requirements and internal control systems.

TERMS OF APPOINTMENT
This position is offered on a project-funded fixed-term contract for the life of the project. Subject to satisfactory performance, continued project funding, and organizational requirements, the contract may be extended beyond the project’s official completion date to facilitate the completion of outstanding project activities, reporting obligations, financial closure, and any remaining responsibilities necessary for the successful implementation and close-out of the project.
The successful candidate will preferably be based in St. George’s, Grenada. Occasional regional travel may be required in support of project implementation.
