ABOUT PISLM
The Partnership Initiative for Sustainable Land Management (PISLM) is an intergovernmental organization dedicated to strengthening sustainable land management, climate resilience, environmental governance, and ecosystem restoration across Caribbean Small Island Developing States (SIDS). Working closely with governments, regional institutions, development partners, civil society, and international organizations, PISLM supports the development and implementation of innovative programmes that promote sustainable environmental management and enhance resilience to climate change.
ABOUT THE PROJECT
The Capacity-building Initiative for Transparency (CBIT) Project seeks to strengthen institutional and technical capacities for transparency under the Paris Agreement across participating Caribbean countries. The project supports the development of national Transparency Management Systems, enhanced greenhouse gas inventories, climate reporting systems, institutional coordination mechanisms, and regional collaboration to improve countries’ ability to meet their reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC).
PURPOSE OF THE POSITION
PISLM is seeking an experienced and highly motivated Chief Technical Advisor (CTA) to provide strategic leadership, technical oversight, and overall management of the CBIT Project. The CTA will ensure the successful implementation of project activities, achievement of project outcomes, effective coordination among regional and national stakeholders, and compliance with donor, organizational, and UNEP requirements.
The successful candidate will oversee all technical, financial, operational, monitoring, reporting, and stakeholder engagement aspects of the project while maintaining the highest standards of quality, accountability, and transparency.
KEY RESPONSIBILITIES
The Chief Technical Advisor will be responsible for the overall leadership, coordination, and implementation of the project, including but not limited to the following:
Project Leadership and Management
- Provide overall technical and operational leadership for project implementation.
- Ensure project outputs and outcomes are delivered within the approved timeframe, budget, and quality standards.
- Prepare annual work plans, budgets, procurement plans, and project revisions.
- Oversee day-to-day project execution and financial management.
- Ensure compliance with PISLM, UNEP, donor, and project management procedures.
TECHNICAL OVERSIGHT
The CTA will oversee the preparation, review, quality assurance, and successful delivery of technical outputs relating to:
- National Transparency Management Systems.
- Institutional arrangements for transparency.
- Greenhouse Gas (GHG) inventory systems.
- Risks and Vulnerabilities reporting.
- Nationally Determined Contribution (NDC) tracking systems.
- Financial, Technology Transfer and Capacity Building (FTC) support tracking.
- Regional transparency capacity-building programmes.
- National and regional communication strategies.
- National roadmaps supporting implementation of the Paris Agreement and other Multilateral Environmental Agreements (MEAs).
The CTA will review and approve technical products prepared by consultants, experts, and implementing partners to ensure they meet agreed technical standards and project objectives.
STAKEHOLDER COORDINATION AND PARTNERSHIPS
The CTA will establish and maintain effective working relationships with:
- Participating governments.
- National focal points.
- Project Steering Committee members.
- UNEP and other implementing agencies.
- Regional organizations.
- Development partners.
- Consultants and technical experts.
- Civil society and relevant stakeholders.
The position will coordinate workshops, steering committee meetings, technical consultations, regional events, and stakeholder engagement activities throughout project implementation.
FINANCIAL AND RISK MANAGEMENT
The CTA will:
- Oversee project financial resources.
- Monitor project expenditures against approved budgets.
- Ensure efficient and transparent financial management.
- Identify project risks and develop mitigation strategies.
- Monitor implementation progress and recommend corrective actions where necessary.
- Ensure procurement activities comply with approved procedures and procurement plans.
MONITORING REPORTING AND QUALITY ASSURANCE
The CTA will:
- Track project performance against the approved Results Framework.
- Monitor implementation of the Gender Action Plan, including gender audits.
- Prepare annual, quarterly, and final project reports.
- Monitor project indicators and overall implementation progress.
- Ensure that gender equality, climate resilience, and environmental sustainability considerations are effectively integrated throughout project implementation.
- Maintain appropriate project documentation and knowledge management systems.
SUPERVISION AND TEAM LEADERSHIP
The Chief Technical Advisor will supervise project staff, consultants, subcontractors, and implementing partners while fostering a collaborative, inclusive, and results-oriented working environment. The CTA will support staff development, facilitate effective communication, and ensure timely delivery of assigned activities.
EXPECTED PROJECT CONTRIBUTIONS
The successful candidate will lead and oversee delivery of project outputs including:
- National Transparency Management Systems.
- Institutional transparency arrangements.
- Greenhouse Gas inventory improvements.
- Risks and Vulnerabilities reporting improvements.
- Nationally Determined Contribution tracking systems.
- Financial, Technology Transfer and Capacity Building support tracking.
- Regional transparency capacity-building programmes.
- National planning roadmaps.
- Regional collaboration mechanisms.
- Stakeholder engagement activities.
- Communication and knowledge management products.
- Capacity-building workshops and training programmes.
REQUIRED QUALIFICATIONS
Applicants should possess:
- An advanced university degree (Master’s degree or higher) in Climate Change, Climate Science, Climate Finance, Environmental Management, Sustainable Development, Natural Resource Management, or another closely related discipline.
- A recognized Project Management qualification (such as PMP) or a Master’s degree in Project Management.
- A minimum of ten (10) years of progressively responsible professional experience providing technical expertise in climate change, transparency systems, Monitoring, Reporting and Verification (MRV), environmental governance, or related fields.
- Demonstrated experience managing complex donor-funded or multi-country development projects.
- Strong understanding of the Paris Agreement, Enhanced Transparency Framework, and Multilateral Environmental Agreements.
- Excellent written and spoken English with exceptional report-writing and presentation skills.
DESIRABLE QUALIFICATIONS
Preference will be given to candidates with:
- Experience working within Caribbean Small Island Developing States (SIDS).
- Experience working with UNEP, GEF, UN agencies, regional organizations, or international development partners.
- Knowledge of regional environmental governance frameworks.
- Experience managing multidisciplinary technical teams.
- Experience facilitating regional stakeholder consultations and capacity-building initiatives.

TERMS OF APPOINTMENT
This position is offered on a project-funded fixed-term contract for the life of the project.
Subject to satisfactory performance, continued project funding, and organizational requirements, the contract may be extended beyond the project’s official completion date to facilitate the completion of outstanding project activities, reporting obligations, financial closure, and any remaining responsibilities necessary for the successful implementation and close-out of the project.
The successful candidate will be based preferably in St. George’s, Grenada, although consideration may be given to exceptional candidates based elsewhere within the Caribbean, subject to project requirements.
Regional and international travel will be required.
