Bharrat Highlights Indigenous Land Rights, Regional Cooperation at Ministerial Dialogue

Hon. Vickram Bharrat, M.P., Minister of Natural Resources of Guyana, outlined the country’s legislative framework for Indigenous peoples, including the Amerindian Act of 2006, which recognizes titled communal land ownership across more than 100 Indigenous villages and satellite communities. The Minister noted that Indigenous communities have a direct role in determining whether extractive activities such as mining may proceed within their titled lands, with village councils serving as central decision-making bodies.

Dr. Joyelle Clarke, Minister of Sustainable Development, Environment and Climate Action and Constituency for Saint Kitts and Nevis, explains that the country faces significant drought threats, including a projected 44% reduction in rainfall and potential reductions in aquifer recharge of 30 to 70 percent by 2050. She was participating in the Ministerial Dialogue on Drought Resilience at UNCCD COP17 on August 25, 2026, in Mongolia. The dialogue aimed to identify practical approaches to strengthen drought governance, partnerships and investment, and shift from reactive response to proactive risk reduction and resilience.

Israel Bruce, Minister for Agriculture, Forestry and Rural Transformation of St. Vincent explains that drought significantly impacts agriculture in Saint Vincent and the Grenadines, with past drought events resulting in a 20% decline in agricultural production and millions of dollars in losses.

Safeguarding Food Self-Sufficiency Against Droughts, Conflict & Climate Shocks

Hon. Israel Bruce, Minister for Agriculture, Forestry and Rural Transformation of St. Vincent and the Grenadines, advocated for a shift from fragmented agricultural financing to integrated investment systems.
Speaking during a Ministerial dialogue on Innovative Financial Mechanisms for Healthy Land and Drought Resilience, an event held during the 17th Conference of Parties to the United Nations Convention to Combat Desertification (UNCCD COP17), in Mongolia, Bruce cited the need for agricultural financing to have a practical framework for delivery.
He emphasized the need for financing to address the unique challenges of Small Island Developing States, connecting credit infrastructure, climate finance, water access, data systems, and market development.
Bruce also highlighted the importance of project preparation and called for global financing frameworks to support early-stage design and feasibility work.

During the #COP17 Side event State of Drought in the Caribbean and Global SIDS, Mr Kui Tai- Pacific SIDS, representative, Papua New Guinea explains that Papua New Guinea faces both rainfall variability droughts and El Niño-induced extreme droughts.
He also discusses the country’s three-tiered short-term coping strategy involves pre-coping (early warnings), during-drought (assessment via a Toolbox), and post-drought (rehabilitating plant genetic materials).

During the #COP17 Side event State of Drought in the Caribbean and Global SIDS, Dr. Eric Browne - Caribbean SIDS representative, discusses how drought impacts water supply leading to rationing in schools and households in Saint Kitts and Nevis. Environmental changes include shifts from lush green landscapes to brown terrain and increased risks of saltwater intrusion into freshwater lenses.
